International Operations Manager, FSD Central Asia

Job Description
The International Operations Manager for FSD Central Asia is responsible for overseeing all demining and weapons and ammunition disposal operations in the region. S/he reports indirectly to FSD Headquarters' Head/Deputy Head of Operations and directly to the Central Asia Programme Manager. Responsibilities include managing operational equipment, drafting and ensuring compliance with SOPs, maintaining technical standards and safety protocols, liaising with national authorities and military commands, and providing technical representation for FSD. The role also involves reporting on operations progress, drafting donor reports, and supporting non-traditional mine action projects, such as mine victim assistance, local capacity development and infrastructure projects, pesticide and environmental remediation projects and support to other implementing partners in the region. 

Location and Travel: Based in Dushanbe, Tajikistan, with potential travel within Central/South Asia and to FSD HQ locations in Geneva and Manila. Attendance at FSD conferences may be required.
Competencies
Technical Skills
Required: 
  • Minimum 5 years of humanitarian mine action operations management experience.
  • Minimum IMAS EOD 3 qualification/equivalent.
  • Strong demonstrated/proven experience in capacity building and training in EOD, humanitarian demining and weapons and ammunition disposal 
 Desirable:
  • Knowledge of environmental and soil remediation processes, and/or waste management sector knowledge.
  • Understanding of legal and compliance issues related to environmental and water management and sustainable development.
  • Previous experience in environmental, victim assistance or development projects.
Project Management Skills 
Required: 
  • Strong technical and management skills, capable of leading multidisciplinary teams.
  • Solid experience in capacity building and training
  • Excellent organizational and analytical skills.
  • Ability to assess risks and develop practical solutions.
Communication and Interpersonal Skills 
Required: 
  • Excellent verbal and written communication skills (in English).
  • Strong negotiation and interpersonal skills.
  • Experience working in diverse cultural settings.
  • Ability to work effectively in high-pressure situations and adapt to changing environments.
Language Proficiency 
Required: 
  • Proficiency in English
Desirable:
  • Additional language skills related to Central Asia region(Tajik/Russian/Uzbek/Kyrgyz)
